Location is disabled in half of my reboots (also fails to enable GPS from indicator)

Bug Description

Around half of the times I reboot my Arale the indicator-location is showing GPS as off. When that happens, I'm never able to get a location lock.

Enabling GPS in the indicator always fails at the first time I try (when I get to reproduce this issue), but it sticks after trying to enable it for the second time (but doesn't actually work).

Noticed the following when I reproduced this issue:
phablet@ubuntu-phablet:~$ ubuntu-location-serviced-cli --bus system --get --property does_satellite_based_positioning
Location service does not satellite based positioning.
