Test 'vcenter_vlan_cindervmdk_cinder_ceph' incorrectly configures storage options for cluster

Test scenario expects that storage nodes will be deployed, but
disables storage services:

Fault is 100% reproducable.

Actual result:
deployment fails

Expected result:
cluster is up and running

    Fix 'vcenter_vlan_cindervmdk_cinder_ceph' test case

    - mistake in test is following: it deploys cinder (LVM) and ceph nodes,
      but disables all block storage settings
    - it is not possible to use both LVM and Ceph backends for Cinder
      simultaneously, so do not combine ceph-osd and cinder roles
    - add multiple vCenter clusters to test cases 'vcenter_vlan_cindervmdk_cinder_ceph'
      and 'vcenter_vlan_cinder'
