[dashboard] murano/environments/ redirects to horizon/project/instances/

There seems to be a clash in url-config somewhere.

murano/environments/ (note the trailing slash)
redirects to
horizon/project/instances/

This is not normally user-visible, since urls generated for dashboard pannels do not have trailing slash in it.

    Fix wrong url redirect for murano/environments/

    The trailing slash added in regex will change the url generated by panel to
    murano/environments/, which can handle both urls with and without trailing
    slash.
