Select 'Restart', but it shows 'Shut Down' still

Bug Description
* Image: Ubuntu: 14.04 -64bit
* Steps:
1. Install image via USB stick and boot into System
2. Click "restart" via Ubuntu toolbar
* Expected behavior:
The highlight should be focused on button, "Restart".
* Actual behavior:
The highlight focuses on button, "Shut Down".
