Firewall status changed to Error if a rule was inserted or removed

Inserting/removing firewall rule does not handled properly. Inserting/removing rule results to:
- The firewall removed from a router. filter table is clear. Old rules were removed and no new rules were created in the filter table of the iptables
- The Firewall has ERROR status

I've added upstream neutron to this bug since I don't think this is a packaging bug.

However, please add proper logs,documentation and version of Neutron ( FWaaS ) where you are noticing this issue so that it can be analyzed efficiently.

I cannot reproduce it. Tried fwaas_v1.
I guess a lot changes happened since 2015-04-28 and the bug is outdated .
