In Kubuntu 15.04 HPLIP GUI exits because there is no system tray

Bug Description
HPLIP GUI (the HP Printer Manager Application) should be retained in the System Tray on start up when that option is selected in the HPLIP Preferences. This has worked perfectly for years, right up until Kubuntu 14.10. With 15.10 however this fails more often than not with a message that there is no system tray.
I have noticed that with this version of Kubuntu, the bottom panel, which contains the system tray, does not start up until most of the start-up applications have already launched, whereas with 14.10, it was the other way round. I suspect that this is the problem. (I've also noted that Applications start before the Activities are establishing themselves, so they end up in the wrong Activity. This may be related.)
