Keyboard Layout "Portuguese (Brazil, nativo for US keyboards)" doesn't respect US keyboard layout.

When setting up the keyboard layout to my bluetooth keyboard on my machine I saw the option to add a layout specific to Portuguese with the promise it would work with USA keyboards.
But many letters are assigned to the wrong codes.

1. I'm using Ubuntu 14.04
2. I don't know the package responsible for this behaviour
3. I expected a behaviour similar to English USA International layout, but with cedilla when you press ' + C instead of the "ć" it currently generates.

Pressing all characters keys on a USA keyboard should give the following result(with spaces between them and enter after each row of keys):

4. While using "Portuguese (Brazil, nativo for USA keyboards)" layout it gives

If you look at the keyboard layout chart, you'll see it has nothing to do with USA keyboards and specially nothing like to what is sold here in Brazil.

Status changed to 'Confirmed' because the bug affects multiple users.

I believe this is an old bug. I attached a picture for the layout of "Portuguese (Brazil, nativo for USA keyboards)". It's totally messed up.

I believe that the US keyboard layout was misplaced by the odd Dvorak layout.

I have the version 16.04. It is like Paulo Costa said, totally messed up, there is nothing right over there. For instance, the sequence "a s d f g" turns out to be "i e a o u". Any suggestion?

Why is this still not fixed? Is there a technical limitation or it's just not prioritized?

This layout should be pretty much the same as English (US, International with dead keys) with some exceptions, such as ' + c yielding a cedilla instead of ć.

Ubuntu 18.04.2 LTS and the problem still persist.

This is not an IBus issue - changing affected package.

With that said, it's easy to set it up to meet your expectations:

* Pick the English (US) layout

* Go to Settings -> Region & Language and change either Language (i.e. the display language) or Formats to a Portuguese option. That will bring you '+c => ç.

With that said, this is an upstream issue, and it would be great if some affected users could work together with the upstream maintainer to make more sense of the Portuguese (Brazil) keyboard layout options. An upstream issue can be filed here:
