To support adding a failed node to HA cluster

Need to support adding of openstack node to HA cluster .

Example

Cluster formed with 3 (control + config + openstack ) nodes

Bring down one of the node and reimage it and add it back to cluster

we should be able to provision the new node to be part of the cluster .

Ranjeet has the change under review but will commit it 2.20 after the release candidate for 2.20 is built. Changes to invoke it from SM are pending.. Will flip the bug to Thilak after that.

Fixes: Add new controller to an existing cluster

Adding a new controller to an existing cluster. Changes in
provisioning code so that SM can also call these entry points.

* Change GaleraSetup to add mysql permissions to a new node
* Independent commands to restart different services like
config, openstack, zookeeper services
* Change GaleraSetup to add new node to an existing cluster
and change the relevant config in the Galera nodes
* Change zookeeper config to add a new node.
