Installing of a new language causes that other locales are registered as outdated

Bug Description

I'm using Ubuntu 15.04 with locales 2.13+git20120306-19 and if I'm installing a new language (in this case language-pack-gnome-fr) to an already existing language (in this case language-pack-gnome-de) I'm noticing that the next call of locale-gen will update the old locales even if they got already updated directly before installing the new language.

It is just a bug I randomly encountered and I'm reporting every bug that I find.

If you can't tell how it is a problem, I wouldn't consider it to be a bug.

According to "man locale-gen" it "generates all supported locales" if no locale/language arguments are specified. That's the documented behavior. Please consider the fact that it sometimes does not unnecessarily regenerate newly generated locales as a bonus. ;)

The manpage does also say that it compiles only locales if the source files have changed. Based on this recompiling already up-to-date locales after another locale has been installed seems to be a bug.

True, I missed that. The manpage isn't crystal clear.

In any case, this is a bit complicated, and I'm disinclined to suggest a modification of locale-gen for no practical reason, since there would be a significant risk for regressions. It does work decently. Let's keep it as is for now.

This sounds plausible but I have forwarded this issue now to upstream in case they know what is causing this and can easily fix it: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=784900
