[Ubuntu 15.10] CAPI kernel API

Bug Description

We need to add an internal kernel API to CAPI so that kernel device drivers can access CAPI. This includes creating a virtual PHB bus for accelerators and creating an API specific for managing CAPI contexts, interrupts etc.

This is one of the bug that we would like to be integrated in the 15.10 release. The patches will probably make kernel 4.3.

Sorry, I meant that these patches are already upstream in kernel 4.2.

The patches for this launchpad was upstreamed and we don't need any further action from Canonical if 15.10 ships with kernel 4.2.

A 4.2 based kernel for Wily is currently in -proposed. Marking this Fix Committed.
