Apper is understaffed upstream, and needs to be ported to KF5 in order to work with Plasma5.
(Ideally by creating a port which doesn't embed it into the system configuration anymore)
If you want to help porting Apper, please get in contact with Daniel Nicoletti.

I am interested only in the "updater" part.
If I get to tackle lack of Apper before anyone else, I'll be thus likely to throw away "unnecessary" dialogs.
I wonder, would it be of any use if I published it in such case?

PS: I also thought about ditching QT, because I hardly managed to port to QT4 and now there's QT5...

For anyone who wants to contribute, the Apper Git repository is at
http://quickgit.kde.org/?p=apper.git
There is also a qt5 branch containing the current Qt5/KF5 porting efforts.

Apper is missed in Xenial too because of unsatisfied dependency on new libkworkspace5-5 (>= 4:5.8.1, but only 4:5.5.5.2-0ubuntu1 in xenial) - see https://packages.debian.org/stretch/apper .

If you want Apper in Bionic, bug #1750935 needs to be resolved by the archive team.
For simplicity, I will merge this issue with the blacklist-removal request (because that basically addresses this issue).
