Contrib.TrackViewer does not use the main program's locale setting

Bug Description

When loading Contrib.TrackViewer, either from the main ORTS menu, or directly via clicking the executable, it loads in English by default - regardless of the language (locale) chosen in the ORTS options menu.

Those settings should possibly be connected (even if after V1.0), as discussed here: http://www.elvastower.com/forums/index.php?/topic/26528-translations-and-v10/page__view__findpost__p__178895 (posts 23 and 24)
