Bug Description

Following email report about small grate area locomotive loosing steam pressure - some limits on AI fireman operation to be eased. These changes proposed should not cause any major impacts.

Hmm, the changes for this bug look more complicated than I was anticipating. Please make sure this is VERY extensively tested and does not cause any regressions.

The easing of the limits, in some instances, interacted with other parameters which required some minor code changes in how the limit was calculated. I have tested the changes against my test models, and all appears to be ok.
