proxy settings don't affect

Bug Description

When I enter proxy settings in System Settings -> Network Settings -> Proxy, this setting neither works for adept_manager, nor for apt-get. I don't even find another Input-line to change the proxy settings for adept.
The only thing I can set, is declaring a http_proxy environment variable in /etc/profile (or my ~/.profile).

I'd like to mention the following:
From a user's point of view there is one proxy setting, which should apply to everything (CLI/_any_ GUI app ... i.e. also on a freedesktop level).
Either on a user level, or in case the user got sudo access even on a global level (for ever user, every environment, every application).

By the way, you should _not_ confirm your own bugs, Alex. Confirmed bugs without importance and without a triager having looked at them get easily lost and might never get directed to the proper channels.
