[horizon] backup-related volume statuses

At Horizon -> Admin -> Volumes page administrator can explicitly set the volume status value.

Steps:
1. Open page: Horizon -> Admin -> Volumes
2. Click on dropdown button.
3. Click on Update Volume Status menu item.
4. Open list of statuses in Update Volume Status dialog.

Currently there are list of statuses available:
Attaching
Available
Creating
Deleting
Detaching
Error
Error Deleting
In Use

There are two statuses that are not currently available.

1) backing-up
2) restoring-backup

This statuses can be observed via"# cinder list" command when cinder-backup service working with volumes.

Kyryl, we aren't going to fix the Low-priority bug (I agree that it's Low) in 6.1. Moved to 7.0.

It's not a bug. After a deep research - we can set status only from https://github.com/openstack/cinder/blob/master/cinder/api/contrib/admin_actions.py (`valid_status` #L41 and #L128). And comment line in Horizon https://github.com/openstack/horizon/blob/master/openstack_dashboard/dashboards/admin/volumes/volumes/forms.py#L199
