Cinder-vmware role failed when deployed on ubuntu

Step for reproduce:
1. Create Ubuntu ENV with vCenter enabled
2. Add 3controllers and a cinder-vmware nodes
3. Deploy cluster

Obtained result: Deploy failed with error

 (/Stage[main]/Main/Vmware::Cinder::Vmdk[vcenter]/Exec[cinder-volume-vmware.conf]/returns) change from notrun to 0 failed: cp /usr/share/cinder/cinder-volume-vmware.conf /etc/init returned 1 instead of one of [0]

It happens because package cinder-volume, which contain file /usr/share/cinder/cinder-volume-vmware.conf doesn't installed when deploying.

    Fix cinder-vmware failing on Ubuntu

    The manifest for cinder-vmware role expects that package cinder-volume
    will be installed by manifests for cinder role. But it doesn't because
    https://bugs.launchpad.net/fuel/+bug/1398817

    In this case cinder-vmware install this package independently.

This bug invalid in branch 6.0 because the role cinder-vmare appears only in fuel 6.1.
