parse doesn't raise an error on string with impossible date

When using parse, if you pass a string such as "Mon Jan 6th, 2015 12:00:00 PST" dateutil just chugs along happily, despite the fact that this isn't a real datetime, since in 2015, the first Monday in January was the 5th.
