Provide configuration options for default tenant quotas

To simplify configuring new tenants, the nova and neutron default tenant quota options should exposed and configurable in nova.conf and neutron.conf.

    for directory structure and slight option differences specific to Juno.

    Removed nova_quota_networks

    Added neutron_quota_firewall, neutron_quota_firewall_policy, and
    neutron_quota_firewall_rule
