middle mouse button will not scroll

i know there are a lot of problems with odd mice buttons, but i think mine *might* be exceptional. my middle mouse button will work fine for all applications but it wont work to scroll anything. i thought it was just the wheel, but i think its more complicated than that because it doesnt work to make a scrolling arrow thing in firefox when you just click with it either.
so sorry if this has already been mentioned, but im confused

The middle button has to be configured properly in your /etc/X11/xorg.conf file to be able to be used for scrolling.
