Document date / time formats in API reference

Bug Description

As suggested in https://review.openstack.org/#/c/172560/ we should document what the date time format looks like with examples. Perhaps in the overarching common.ent file (an entity reference that all the docs can refer to).

Include examples, such as whether the timestamp includes month, day, year also or just time.
