Vagrant config and provision script are outdated

The current Vagrant configuration does no longer work:

* The Vagrantfile is outdated and gives warnings with the current Vagrant version
* The dependencies in the setup.sh provision script are outdated
* Sharing the dash directory between host and guest gives file sync problems in the bzr commands
* The URL of the database dump is outdated
* The provision process is not complete, there are no db sync and migrate commands.

I'm preparing a branch that address all this issues, it will be linked to this bug report shortly.
