Sync keystone puppet module modifications with upstream

We've introduced new option 'manage_password' for keystone_user in our fork of keystone module:

But while submitting the same functionality to the upstream this option was changed to 'replace_password'
https://review.openstack.org/140657

So we need to update our manifests to match upstream changes in order to avoid problems when we sync keystone module from upstream.
