Under time and date settings, I am unable to set the time to 24h format.

OP can you describe what you mean by "unable to"? Does the drop down box not respond do your input? Does something else happen (or not happen)?

Under the time and date settings for wing panel when I select the option to display the time in 24 hour format it stays in 12 hour format.
