check snapshot complete won't stop

1. create a stack with a nova server
2. stack in CREATE_COMPLETE state
3. snapshot for the stack
4. the stack always in SNAPSHOT_IN_PROGRESS, due the server snapshot image is in deleted(don't know why)

If the snapshot image is deleted because some reason we should stop the check, and set the stack in SNAPSHOT_FAILED.

    Stop snapshot creation checking if image in DELETED

    If the snapshot image of server in DELETED status, stop the checking
    and set the server to SNAPSHOT_FAILED.
