Remove direct DB usage from NetApp driver

NetApp driver uses DB directly: https://github.com/openstack/manila/blob/79d3a38b195c7a73a2448ca2df7c9506fbe501a3/manila/share/drivers/netapp/dataontap/cluster_mode/lib_multi_svm.py#L141

Update setup_server() method in driver. This driver should return backend details instead of direct DB API call.
