"Updates available" notification icon appears during OS upgrade

Bug Description

Binary package hint: update-manager

Ubuntu 7.04, all updates installed

1. Run "update-manager -c -d".
2. Click "Upgrade".
3. Watch during the "Modifying the software channels" section.

What happens: The orange star icon appears, and a notification bubble telling you about "Software updates available" and that you should "Click on the notification icon to show the available updates".

What should happen: The icon and bubble should not appear, because I'm already in the process of installing those updates.

I think this happened to me when updating to 9.04. I am not sure how to recreate it now that I am updated :-\.

I similarly encountered this bug when upgrading to Jaunty, but of course cannot reproduce now.

I think the issue is that the dist-upgrade sets the new repositories, and update-manager then sees all the new versions of packages and alerts you! When I canceled the upgrade at one point (and it set the sources back), the alert disappeared.

This happened again during my update to Karmic from Jaunty. See Screenshot.png
I believe I had _canceled_ the upgrade process once or twice (because I wanted to shutdown during the downloads).

Thank you for taking the time to report this bug and helping to make Ubuntu better. I have done an upgrade from Lucid to Maverick and I did not see this phenomenon. Please update via http://releases.ubuntu.com/lucid/ repost a detailed error report, and update the bug status. Thanks!
