[Dashboard] Requirement tab is not working

[Ekaterina Chernova]

1) set requirements to a flavor field, such as

 - name: flavor
          type: flavor
          label: Instance flavor
          requirements:
              min_vcpus: 2
              min_ram: 2000
              min_disk: 1

2) Go to the app detail page

Check that 'No requirements is browsed'

Also, if minimal requirement is equal to the actual value, flavor is not used. It's incorrect.

    * Requirement tab displays all provided requirements
    * Tests were updated close to the reality
