Secret Creates Fail with Payload Decoding Errors

The following new functional test cases fail to run. (Secrets created with POST should expect a base64 encoding of the secret.)

FAIL: functionaltests.api.v1.smoke.test_rsa.RSATestCase.test_rsa_create_and_get_container_with_passphrase
FAIL: functionaltests.api.v1.smoke.test_rsa.RSATestCase.test_rsa_create_and_get_private_key
FAIL: functionaltests.api.v1.smoke.test_rsa.RSATestCase.test_rsa_create_and_get_public_key
