Web staff client: Checkout for item with open circulation fails

Bug Description

Tested on webby.

If you check out an item that already has a status of checked out, the user receives a prompt saying there is an open circulation. The prompt provides the option to either cancel the checkout or to do a checkin and checkout (with the option of forgiving fines). However, if you click the option to do a normal checkin then checkout, your get an error saying that there is an open circulation on the item.

The item does not check out to the new patron, but there is a check in on the previous circulation.
