[Dashboard] If there are no envs there are two buttons for env creation

If user navigates to 'Murano' > 'Application Catalog' > 'Environments' and deletes all envs then he will see empty list of envs and two possible ways to create environment (take a look at attached screenshot). As for me, one of this buttons is redundant.

    Disable redundant functionality with env creation

    In case there are no environments,
    there are two options for creating a new one.
    It's confusing and main table button is hidden until first environment creation.
