Bug Description

Although The Persian Translation for core apps, system apps, unity 8, system setting, etc. is completed in Lanuchpad, Persian phone users reported that the Persian language is not available in system settings to choose either for the whole device, or the on-screen keyboard.

Thanks but it's not a settings issue, the language-pack/locale for that language is just not included on the image

I think we ought to come up with a solution to allow additional
languages not included on the images to be downloaded - don't know if
anything like that has been discussed already.
