Not sure why this is happening but the crash is due the scale plugin being loaded after unityshell one. To fix this issue please look at bug 1497163. There is a step by step guide how to fix the problem.

Same problem here on 16.04. The issue started just recently - there was a compiz upgrade this morning which seemed to introduce the problem for me. I never used ccsm before on this installation. The above workaround did work for me, though.
