Nova boot fails with the "Failed to allocate network"

Bug Description
I have followed the steps mentioned for building devstack environment using the following instructions:

The nova boot fails to download the image from glance and errors out " Failed to allocate network".

With the image-size is small(cirros) I dont get the problem. I tried booting the fedora-20 VM though nova and I hit the same issue the nova boot command errors out and the n-cpu.log logs the error " Failed to allocate network". I host I am using is a physical machine with 48GB RAM.
