Bug Description
Step to reproduce:
1. Create cluster with vCenter support.
2. Add 3 controller node.
3. Add 1 cinder-vmware node.
4. Deploy it.
Result: cinder-vmware node cann't be deployed because http://
It happens because openstack-cinder task has wrong priority http://
