Add default gateway with big metric

We should add default gateway in with big metric using admin interface.

    Add admin GW with metric for Neutron-enabled environments

    It's required for nodes which are deployed before VIPs are up
    and in case of multiple L2 segments.

    Remove GW metric and default GW for br-mgmt

    Default GW for Admin network is now set to GW from Admin network
    for non-default node network group if it is set. Default GW for
    Admin network is set to Master node IP otherwise.
    Default GW for Admin network is only set for nodes where br-ex is absent.
