Bug Description

To reproduce: try to upload a package more than 5mb (or your max size)

Observed result: generic error message

Desired result: Error message with description of the error

    Parse api errors during package and bundle uploads

    Before only a generic error message would be shown in case an error
    occurred during package upload.
    Adds a common method to parse api v1 webob-based errors and handles
    errors during package/bundle upload
