fuel-plugin-cinder-netapp does not contain repositories dir

fuel-plugin-cinder-netapp mentions repositories in metadata.yaml [1] [2] but they do not appear in the repository.
However plugin package has them included [3] .

"repositories" must be added to plugin source code

    Added missing repositories directory

    It was not possible to build .fp package without this dir.

Steps were used for verify:
1) Install master node
2) Install Fuel Plugin Builder at the Nailgun container
3) Clone https://github.com/stackforge/fuel-plugin-cinder-netapp
4) Build plugin fuel-plugin-cinder-netapp with Fuel Plugin Builder

Building was successful. There are no errors.

Verified on the #521 ISO
