    Added tenant impersonation to API

    * Added 2 new HTTP Headers
    ** X-Auth-Sudo-Tenant-ID
    ** X-Auth-Sudo-Project-ID

    These are mutually exclusive, but will change the tenant in designate
    to the provided values, if the calling user has the correct permissions
    in the policy (defaults to rule:admin)

    * Always attach the context to the request, even if the policy check
    fails
