Bug Description

Currently, just murano library is imported by default and murano-manage is used for that in murano::application_package manifest.

Need to change the way of importing that library to murano CLI

There is a serious bug with murano-manage, after uploading package with it it's can be deleted.
We won't fix it, since we drop it support.

Archiving io.murano package

* add archiving of io.murano at package build, required for
changed murano packages upload algorithm

now we use: Executing 'murano package-import '/var/cache/murano/meta/io.murano.zip' --is-public --exists-action u'
