[murano] Murano dashboard is not available if orchestration service is not available in keystone

Bug Description

Steps to reproduce:
1. Go to controller node
2. execute: keystone service-delete <orchestration_service_id>
3. Log in WebUI

Observed result:
"Murano" panel is absent.

We should soften the permissions and may be show an alert, is heat is not available since murano will not work.

Heat is always installed in MOS

Release-notes:

If heat is installed in single-host mode (automatic installation doesn't do that) or heat is not avaliable in keystone catalog by any other reason - murano dashboard works, but is hidden. to enable it need to apply that change https://review.openstack.org/#/c/171270/
