vandelay_queue type records buckets do not show up in MARC Batch Edit

Record buckets that are created through Cataloging>MARC Batch Import/Export>Inspect Queue>Copy to Bucket are assigned a record bucket type of vandelay_queue. Record buckets with a type of vandelay_queue do not show up in the list of Record Buckets in the MARC Batch Edit screen. Having vandelay_queue type buckets show up in MARC Batch Edit would more easily allow for batch edits of records that are uploaded through vandelay.

Tested on 2.6.3 and 2.7.2

I tested this on a 3.1 and 3.3 system. If it passes review I'm hoping to see it back ported for 3.2 as well.
