Steps:
1. Create 6.0-58 cluster - CentOS, simple, ceph for volumes and images, flat nova-network, 1 controller+ceph, 2 compute+ceph
2. Deploy it
3. Upgrade fuel till 6.1
4. Create new 6.1 cluster - CentOS, HA, Neutron Vlan, 3 controller, 2 compute, 1 cinder
5. Start deployment

Actual result - it failed with 2015-04-06 03:43:26 ERR

 Execution of '/usr/bin/yum -d 0 -e 0 -y install screen' returned 1: Error: Nothing to do

We still have reproductions for this issue

The fuel_upgrade script doesn't work with "diff-repos" anymore, since it was decided to get rid of them in Fuel 6.1.

Still, the build system keep building diff-based repos for CentOS. We should remove this code in order to fix the issue.
