There should be an option to list deleted heat stacks

When creating a stack with the 'roll back' option and the stack disappears from the stacks list if the stack creation fails.
It may be hard to realize that a failure occurred and to analyse the cause of failure so adding an option to see the deleted stacks will help with analysing the failure.d

listing too?

Also, is information provided by event list reasonable (gives enough info)?.

I changed the project of this bug to horizon - the CLI works as Pavlo described.

In case of update, if rollback is enabled and the stack fails, the stack would rollback to the previous state with 'ROLLBACK COMPLETE'. And hence will be listed.

But, when rollback is enabled, and the stack 'CREATE' fails, the end result is the deletion of this stack which was in progress.
Hence no stack will be listed!
