"start job is running" hangs boot until timeout

Bug Description
Booting a freshly dist-upgraded vivid, I see the following console messages with a red spinner hang the boot process until the first one reaches its timeout:
(1 of 2) A start job is running for dev-mapper-
(2 of 2) A start job is running for dev-sdb1.device (36s / 1min 30s)
Eventually:
Timed out waiting for device dev-sdb1.device.

then the boot continues. AFAICT, there are no ill effects on the post-boot system.
