Permission checkpoint is needed for Mark Claimed Never Checked Out

Some background:

When viewing a patron's Items Out screen, a staff member can select a checked out item and choose Mark Claimed Never Checked Out. The staff member is prompted to confirm a pop-up dialog displaying "Are you sure you would like to mark this item as Claimed Never Checked Out?" by clicking OK.

Once the action is confirmed, the selected item is checked in and disappears from the Items Out list. The transaction gets a finish date of the time the item was claimed never checked out, and a checkin time the same as the transaction start time. A stop fines reason of CLAIMSNEVERCHECKEDOUT is set.

If the org unit setting circ.claim_never_checked_out.mark_missing is set, the item will be assigned the status Missing, otherwise, it will be assigned the Reshelving status.

Permission checkpoint needed:

Like the Mark Lost and Mark Claims Returned options, the Mark Claims Never Checked Out action should have a permission checkpoint.

This would allow restricting the Claims Never Checked Out action to higher level staff, and provide a roadblock when the option is chosen in error. This has been problematic as the Never Checked Out option appears directly above the Renew option in the Actions menu, and has been chosen unintentionally.
