Bug Description
Murano is stable/juno doesn't work without Neutron.
But it's not mentioned in our localrc.
Need to fix this
1) Add fix to stable juno where Neutron will be installed automatically
2) In master Neutron also should be added into local rc, but need to add information (Read Me is the best option for that)
that deploy with nova-network is also supported

We have added Nova Network support. So the bug might be absent in master branch.
