[Dashboard] Error handling absence

Bug Description

Steps to reproduce:
1. Create user and add him to a few projects (for example, admin user is a member of admin and demo tenants)
2. Log in UI as a created user
3. Navigate to "Manage" > "Package Definitions"
4. Import package with application
5. Switch to another user's tenant
6. Select previously uploaded package and click on "Delete packages"

Observed result:
Huge traceback in the browser window instead of alert message

I've got the same traceback when I try to delete "Core library" package
