The directory holding dev docs is "doc" instead of "docs".

In the "Building the Documentation" part of developing.rst, the results of command "$ tox -e docs" are actually in doc/ directory instead of docs/ directory, which doesn't exist in Keystone's source code.

    Correcting the name of directory holding dev docs

    In developing.rst there is an incorrect reference to the
    directory in which the docs are generated.
