Web staff client: Obscure date of birth field OU setting is not honored

Bug Description

The web client is not honoring the Obscure date of birth field OU setting.

Tested on webby.

The Date of Birth Field OU Setting is enabled for the APEX system.
With my workstation registered to APEX, I pull up https://webby.evergreencatalog.com/eg/staff/circ/patron/3582/checkout and can immediately see the DOB in the left sidebar.

In the existing client, you need to click a "Date of Birth" link before seeing the DOB.

The date of birth also displays in the patron list on the patron search results screen, but this appears to be a problem in the xul client too.

Adding that the DOB is also visible in patron groups interface in the web client.

The sidebar is now working as expected. The Group Member Details page is a bit problematic, as grids aren't that smart, but I'll leave this bug open for now to track that part.

Noting that the behavior in XUL is still slightly different -- if the library setting is enabled, you can click once in the sidebar to reveal the DOB and click a second time to re-hide the DOB. In the web client, once you click to reveal the DOB a further click will not re-hide it.
