Continuing the queue in Glance with vCenter as backend

Deploy ends successfully, but some OSTF tests failed. Problems are different, but all associated with Glance (image).

Steps for reproduce:
            1. Create cluster with vCenter support
            2. Add 3 nodes with controller roles
            3. Add a node with cinder roles
            4. Add a node with compute
            5. Configure vCenter as backend for Glance
            6. Deploy the cluster
            7. Run network verification
            8. Run OSTF

Actual result:
vCenter datastore has all images that were created during installation.
Images during the test do not fall into vCenter Datastore.
"glance image-list" shows many images in status "queued"

This bug is always reproducible on Ubuntu, but is not is always reproducible on CentOS
